Scrott ALPHA RELEASE v0.2

This marks the close of a two-week dev iteration on Scrott alpha.  Some
much-needed issue management features have been added to the UI and a
couple bugs resolved.  Additionally, I've added a couple more image file
types to be allowed as head and bg images.  See the full release notes
below.

I'm planning now on only releasing bugfix patches for the alpha series
and shifting main development effort to a rewrite for the beta.  See the
README.txt file for details.
