Also add xxd to the list of packages, as it's referenced in the new
config files.  This is actually an overdue addition to the list anyway,
but as there is no package by that name on arch (it's provided by vim),
comment it out.  It's inclusion in the list should make it more obvious
to other branches that may need to uncomment it.

Sometimes, if a screen rotation is done in .xinitrc.local, it can mess
up image scaling of the wallpaper previously applied by feh.  Changing
the order of these two commands fixes the problem (or is at least an
improvement...)

Create .xinitrc.local as a place for user's config and startup processes
without dirtying the .xinitrc file in the repository.

Allow user to change wallpaper via feh --bg-* commands without dirtying
the .fehbg file in the repository.  Fallback to the provided default
wallpaper if this file doesn't exist.

Create .gitconfig.local as a place for user to place their settings (eg:
name, email, experimental options) without dirtying the .gitconfig file
in the repository.
